chronovoreAmazon.com: Used and New: College Hoops 2K7: All options for international shipping are "not available." Amazon itself is unwilling to ship new goods outside of the manufacturer's supported region; that's not much of a surprise. But used items sold through individual shops are also not supporting international shipping of any kind. It appears to be a site-wide policy; if you re-sell through Amazon, you can't ship videogames internationally.
However, region-locked DVDs are allowed (@US$9.79 per disc for shipping), so I don't see why there's a difference!
